The state of New York flag showcases the coat of arms on a blue background, while the state seal encircles the coat of arms with the words "The Great Seal of the State of New York." This emblem is distinguished as one of only ten U.S. state flags featuring an eagle. The coat of arms of New York, formally adopted in 1778, serves as the central emblem on the state's flag and seal. This shield features a masted ship and sloop sailing on the Hudson River, symbolizing commerce, with a scenic backdrop of a grassy shore and mountains against a rising sun. The shield's supporters are Liberty, with a Phrygian cap symbolizing freedom, and Justice, blindfolded with scales and a sword representing impartiality and fairness. Below the shield is the motto "Excelsior," meaning "Ever Upward," and, as of 2020, "E pluribus unum."
